But as Mr. McKay said, it need not be so. His e-journal, along with dozens of others, have been started on the Internet with reputable editorial boards. They have been achieved a wide enthusiastic readership and even begun to be covered in standard indexing and abstracting services. Given that the oldest "traditional" e-journals began only in 1990, this is already an achievement to be reckoned with. When we were closing off our e-journal database at the end of April to go to print (and diskette) with the 4th ed. of the ERJOUNAL DIRECTORY, almost 100 editors had identified their journals as being peer reviewed/ refereed (we looked at the newer ones and demoted some but the numbers were probably around 80 in the Spring). New titles are announced every week, practically (see the list: NewJour-L@e-math.ams.org). Even though they're a bit old now, they're the most wide-reaching reviews I've seen of this type of software, covering over 50 programs like EndNote, ProCite, and the like: "Bibliography Formatting Software: A Buying Guide" by Sue Stigleman DATABASE Feb. 1992 (vol. 15 #1) pages 15-27 "Bibliography Formatting Software: An Update" by Sue Stigleman DATABASE Feb. 1993 (vol. 16 #1) pages 24-37 Some of the programs covered in these two articles have also been reviewed individually in DATABASE over the last 3 or 4 years (I wrote one of them, in fact, but the particular program I reviewed had some serious shortcomings, and it later just sort of disappeared from the market, at least in the U.S....). The February issue each year has an index that would probably be helpful in finding the specific program reviews. When I was writing the review for DATABASE, I also found *lots* of other specific program reviews for this type of software in other library-related periodicals, as well as a few in computer/PC and scientific publications (the program I was reviewing was aimed primarily at end-user scientists, as are some of the others in the bunch). If you need a copy of the Stigleman articles, I think I've got them on file somewhere and could snail-mail them to you (let me know). For additional specific program reviews, I would say your best bet is to spend a half-day or so digging around in the indexes and journals at a library school library, if there are any near you. I know it sounds clunky and time-consuming (if you have access to online indexes via DIALOG, at least identifying the reviews is alot quicker); it really depends on how many reviews you want to read on how many different programs before you make a decision on which one to buy. There are also a few books that have brief evaluative descriptions of this type of software in them -- most likely found in a library school library, or perhaps a major university's main library. They might help you quickly narrow down the "nominees" into a small group of programs that are most likely going to meet your needs: _202+ Software Packages to Use in Your Library_ by Patrick R.
